The opening of a school is always a joyful, exciting and large-scale event. Especially when it comes to modern realities, and even in a new populated area. According to the Ministry of Education and Science Chelyabinsk region, this year there will be one more school in the region. The long-awaited event will take place in the Parkovy microdistrict on September 1, 2017. Regional Governor Boris Dubrovsky repeatedly spoke about the significance and importance of construction. Nothing bigger has ever been built in our region. The school should be not only educational institution, but also the cultural and sports center of a large microdistrict.

About what the new school will be like, how the construction is going on, and other most burning questions from the park residents, the director of the educational center No. 2 of the city of Chelyabinsk, Yury Andreevich Terin, answered in an exclusive interview with AiF-Chelyabinsk.

Yuri Andreevich received the journalist in a small study, which is temporarily located on the second floor kindergarten on Krasnopolsky avenue. In the administrative block there are premises for general school purposes: a security room, a cloakroom, two gyms (18 * 30 m) with locker rooms, showers and bathrooms on the 1st and 3rd floors, a kitchen and a dining room for 402 seats on the 1st floor, as well as a medical center block; on the 2nd floor - an assembly hall for 250 students with dressing rooms and a media hall for 100 students, in which it is planned to conduct video lessons and video lectures by teachers of the educational center and universities of Chelyabinsk. On the 4th floor there is a library with a spacious reading room and a co-working area. Has a separate office physiotherapy exercises with changing rooms, integrated with a gym. - How many people have already expressed a desire to study in such a wonderful center?

The kindergarten, which has been operating since July last year, has received 287 children. This structural division of the educational center has a swimming pool, an art studio, music and sports halls, a game room, and a Lego center. Hot lunches for pupils of groups are delivered using two elevators, and not by stairs, as before.

To date, 364 applications have been accepted for the first class of the educational center. The reception continues. Within the stated time frame, we will accept everyone who is registered and applies by registration to the new school. There was not a single refusal. We try not to create artificial excitement. We accept documents until eight in the evening, so that everyone is comfortable. I'm all for a civilized approach. All data on admission to the school are published on the website. According to the requirements of the law on personal data, student data is anonymized. On the site only the serial number of enrolled.

Indeed, a very big start. After all, it is already clear that there will be more than 12 first grades. How is this possible?

This is a long-awaited school for such a large neighborhood as Parkovy. We understand this, so we try to meet the expectations of residents.

- How do you plan to build the educational process: two shifts, 6 training days?

No, training is planned in one shift. From grades 1 to 7 - a five-day school week, from grades 8 to 11 - six days.

- Which school program in primary school? Is there a choice?

Two educational programs are planned - "School of Russia" and "Promising Primary School". There is no mandatory agreement of the educational program with parents in the law. Educational program approved according to the requirements of the Federal State Educational Standard by an educational institution independently. Nevertheless, we take into account the opinion of parents. I think this is a civilized approach.

Are there special requirements for teachers too?

AT modern society an order has been formed for a graduate who is socially developed, physically healthy, able to easily and quickly adapt to information space. The teaching staff must meet the requirements modern education: integration of programs, use of interdisciplinary technologies, high level interpersonal relationships These are not empty words for our teachers. To date, about 70 people have already confirmed their agreement to work in the new educational center.

A painful question from parents about the extension and extracurricular activities. Where to put and what to do with a student after school?

In accordance with SanPiN, supervision and care in extended day groups can be carried out at the school when conditions are created:

SCHOOL FIRST, BUT NOT LAST

There are more and more residents in "Parkovoye" and the surrounding new microdistricts. Therefore, the Department of Capital Construction of the Administration of Chelyabinsk has developed comprehensive program general education. Planning projects with land plots for 11 schools and 30 kindergartens have already been formed.

For example, at the Krasnopolskaya site, in microdistrict No. 55, land plot for the construction of a school for 1.5 thousand students. This is 300 more places than the newly built school in Parkovoye! Work is underway on a specific project with reference to a specific point in the microdistrict.

Of course, we focus on primary school, it is very important that all kindergarten graduates of the microdistrict go to study at their place of residence, - says the Minister of Education of the Chelyabinsk Region Aleksandr Kuznetsov. - Well, those who are already studying in other schools, if they wish, will be able to transfer here. I think in a year or two the classes will be fully staffed.

The construction of the school on Beyvelya is financed from three sources - federal, regional and city and local budgets. A large share is the regional treasury, and a third of these costs (170 million rubles) are compensated by the federal one. The total estimate is 750 million rubles.

Starting June 6, registration for grades 2-11 will open, and we intend to accept all the children of Parkovoe. There are requests from other parts of the city. The building itself has already been built. But the bidding for the equipment has not ended yet.

We acquire the most modern filling for offices. The profiles of education in the senior classes are technological, socio-economic, natural science, therefore the equipment of the educational process is purchased appropriately. Electronic boards, multimedia equipment - we will have everything.

TO THE LIBRARY, TO THE CO-WORKING

This is not the first time I have been at a construction site, and I remain convinced that the educational center should become a kind of point of attraction for the residents of the area. “Because the land plot allows it,” the architect explained.

In 2016, urban planning standards changed: instead of 22 meters per person, now there are 26 meters. At least ten people can live in a small studio apartment. But only one will count. This made it possible to shove a few more houses into the already existing microdistrict. Building facilities on a site with ready-made infrastructure is much cheaper than developing an open field, pulling nets there and luring buyers. And here everything is already there. Therefore, the logic of the developer is quite understandable. But residents are not satisfied with such an initiative, especially since there are a lot of questions for the developer even without compaction.

The houses of the first stage have not been completed. Instead of the promised public garden, there is a pile of earth from which a stump from a New Year tree sticks out.

“I took an apartment in this building, which was built last,” one of the residents pointed at the diagram. - And I took this particular house so as not to live at a construction site. But now it turns out that I again need to live at the construction site for two years: special equipment will drive, piles will be driven in, there will be noise and dust. I do not agree to live in such conditions. I liked what Mitelman said (Vice Speaker of the City Duma Ilya Mitelman. - Ed.) at public hearings: now complete what was promised, your houses are not completed here, there are no kindergartens. Roads are another problem of Parkovoe-2. To get to the microdistrict, you need to overcome an inconvenient turn to the left from the highway. During peak hours, traffic jams here. There is another road that leads from Tatishchev Street, it goes behind the cardio center and Metran. But a few hundred meters before Parkovoe-2, the asphalt ends and a dirty mess begins, which can only be overcome by an off-road vehicle. It would be a logical decision to complete this road, but no one has been doing this for several years.

In the microdistrict itself, Petr Sumin Street looks more like a tank training ground than a dirt road.

“Only one house has been removed in the project, but they still don’t pass through parking lots, playgrounds will still be demolished, the territory of the kindergarten will be shifted. I can’t imagine how children play on the playground today, and tomorrow it will be razed to the ground,” says Daria Korchagina, a resident of Parkovoe-2. “I don’t understand how they will fulfill their promises for landscaping and preserving playgrounds. The developer assures that the area will not become less comfortable from these sites. Parking lots will be added, there will be fewer trees that have already been planted. Sites may disappear. Plus, we don't have anywhere to park. In the evening, you can drive around the house for a long time looking for where to leave the car. And there will be more cars. There are suspicions that there will never be a kindergarten. The administration will say that there is no money.

In addition, residents complained about another oddity in the microdistrict. The residents of the houses did not receive the right to land under them, since according to the documents, the microdistrict is one large plot. And how to build the same kindergartens, if there is an encumbrance on this site, in parallel, shared construction is being carried out here? Residents of Parkovoe-2 are preparing for the courts in order to get the required meters of land under their skyscrapers.

According to Natalya Markina, Executive Director of the APIF Fly Planning, the scandalous public discussion only benefited the project. Buyers have become interested in new homes.

“There are many who want. After the first public hearings, ten people called us with a question: when can I buy an apartment, - said Natalya Markina. “According to our estimates, already now about 30 people are ready to buy in new homes, and calls continue to come.”
