Monograph (from the Greek μονοσ - one, single and γραφειν - to write) - a scientific work in the form of a book with a deep study of one or some (closely related) topics. Among scientists, it is customary to crown any fairly long work on the study of a specific topic with the publication of a corresponding monograph, which traditionally covers a detailed display of the research methodology, a presentation of the results of the work done, as well as their interpretation.

A monograph can be individual or collective (a group of authors, as a rule, no more than five). Sometimes you can find an incorrect interpretation of the word "monograph" - "one person writes", although its creators can be either one author or a whole team, and the word itself means the specifics of the problems considered in it, its relatively narrow focus; "the unity of the writing theme", but not the writer. The monograph belongs to the genres of scientific prose. The monograph summarizes and analyzes the literature on the topics under study, and, as a rule, puts forward new hypotheses, theories, concepts that contribute to the development of science. The monograph is usually accompanied by extensive bibliographic lists, notes, etc.

According to State standard in publishing (GOST 7.60-2003, clause 3.2.4.3.1.1) a monograph is “a scientific or popular science publication containing a complete and comprehensive study of one problem or topic and owned by one or more authors” . Also, according to this standard, it is clearly defined what form the finished text should take.
We invite you scientific staff, graduate students, doctoral students, applicants, teaching staff of universities, leading practitioners to participate in the publication of collective monographs. There is no set deadline for accepting articles for placement in the collective monograph. Materials are constantly accepted. A collective monograph is published immediately when 10 articles are collected.

The author analyzes the possibilities of economic science in developing the theory of economic development, reveals the role and significance of D. North's theory of institutional changes, and gives a critical analysis of certain provisions of this theory. A special role is given to the formation of estimates in economic theory, thereby emphasizing the importance of taking into account the principle of G. Myrdal in the formation of economic knowledge. The possibilities of non-institutional analysis in covering issues of economic development are considered, in a new way the author forms the role of the market and the state not on the eternal opposition for economic science, but on systemic functioning, which should be reflected in the field of economic knowledge, developed models, including models of competition. It also defines the general perspective of the development of institutional economic theory as an important alternative to the neoclassical approach in economics.

Sukharev O.S. Structural Problems of the Russian Economy: Theoretical Substantiation and practical solutions.

This monograph develops the method of "structural" analysis, forms a model of interaction between the financial and production and technical sectors of the economy, proposes and tests a methodology for assessing the effectiveness of structural changes in the economy, modeling an innovative type of economic growth, a methodology for forming an innovative production system in enterprises, technological development, investment in a person - education, health care and evaluation of their effectiveness. The author proposes a model for assessing social efficiency and a criterion for social efficiency. The author laid down the principles of the evolution of financial systems and production and technical systems and showed that there is a fundamental difference in their development, which must be taken into account at the level of macroeconomic models. The idea of an "interest portfolio" has been developed, which makes it possible to differentiate economic policy measures by sectors of the economy in order to eliminate structural disproportions in development. The concept of "transmission channel" is substantiated as an alternative to the principle of inflation targeting. A mathematical model of the structural dynamics of "resource" and "non-resource" sectors is proposed, as well as a model of the social structure that influences the choice of development goals.

Sukharev O.S. Theory of economic efficiency

The study essentially reveals aspects of efficiency that have not yet been taken into account, and represents a concentrated new look at the problem of efficiency. It changes the stereotypes about maximum efficiency, the efficiency of the firm and the overall efficiency of the economic system. The man-agent is presented in an original way in the economic system as a separate system, the effectiveness of which is represented by a function of the stock of health and a function of qualification (the mathematical equivalents of these functions are proposed). The book uses mathematics graphic models for the development of methods for evaluating and measuring performance. One of the sections is devoted to the effectiveness of innovations, contract efficiency. The author also introduces changes in welfare theory, showing how the measurement of externalities and "social" gaps can be used in economic analysis and how the system efficiency model introduces a change in the well-known welfare criteria. This clearly contributes to the development new theory efficiency of economic systems with the proposal of economic and mathematical tools for its evaluation.
Proceeding from this, methods and directions for increasing the efficiency of various types of economic activity are substantiated, and the ambiguity of economic policy is determined from the standpoint of ideas about efficiency. The effectiveness of the economic system is proposed to assess the degree of its dysfunction, and a method is proposed quantification dysfunctionality based on systems reliability theory models.
The study identifies factors that affect the efficiency of economic systems, formulates the axiomatics of the theory of efficiency, develops a theory (model) of institutional efficiency and develops ideas about synergistic efficiency. These achievements can be regarded as a new contribution of the author to economic theory and the creation of economic and mathematical models of the effectiveness of the functioning of economic systems and institutions.

Sukharev O.S. Institutional Economics: Theory and Politics.

In this fundamental monograph, recommended for publication by the Scientific Council of the Institute of Economics of the Russian Academy of Sciences, the author made a contribution to the development of the institutional-evolutionary approach of the Russian economic school. He owns the development of the original concept of the dysfunctionality of economic systems, the development of the "monetary range" model of the functioning of industrial organizations, the development of the neo-Schumpeterian competition model within the framework of the "innovator-conservative" system, which made it possible to bring J. Schumpeter's arguments about the emergence of new combinations in the economy to the macroeconomic level and ensure them economic and mathematical formalization through the use of the "natural level" hypothesis and A. Okun's law. By linking the "innovator" - "conservative" strategy with monetary functions, introducing the "monetary range" model, which determine the nature of the change in the agents' behavior strategy, a mathematical model was obtained and computer simulation was carried out, which made it possible to obtain completely different interpretations of macroeconomic changes and in terms of technological development economy. In fact, this model makes it possible to differentiate macroeconomic policy instruments by their impact on groups of agents, and changes the form of the classical welfare function that has been used for many years in economics. Using this model, interesting conclusions were obtained to determine the relationship between employment and unemployment, the effect that deviates the situation from the Phillips curve is explained when high inflation is accompanied by high unemployment, when GDP growth occurs with a reduction in "innovators" and innovations, only due to the "conservative" model behavior of agents, in connection with which a macroeconomic policy is needed that does not allow reducing competition among “conservatives”. The same work formulates a model of structural policy, structural dynamics, which should be the basis for conducting macroeconomic policy, expands the principle of J. Tinbergen, when economic policy instruments, even if they do not coincide with the number of goals (which is embedded in this principle), can provide more significant result than these parameters match. The proposed models make it possible to include in one way or another the institutional characteristics of the considered economic system.

THE CONCEPT OF AXIOMATIZATION OF THE ECONOMY.
Mathematics has played and continues to play a significant role in economics. Economy without computers and applied software no longer imaginable. In the economy, there have long been established economic structures, objects of economic interaction. Economic information - one of the most important characteristics of the economy - determines the economic patterns and properties of economic objects, requires a scientific approach, development and study of its operational properties. Checking economic information for correctness is of current importance in the economy, since without its solution, planning the development of the economic system has risks. V. Leontiev assigned a special place to checking economic information for correctness in his works.

Operating all economic information for the production cycle as the time between two cycles and the sale of production products is an urgent task for the development of the world economy, as well as forecasting economic crises and proposing methods for their elimination as a result of identifying weak interactions in economic parameters with some economic relations between objects economic interactions. The separation of economics into science requires the axiomatization of economics, i.e., the construction of the economy on elementary concepts with that. that the axioms of economics be the definitions of these elementary concepts. D. Hilbert believed that the axiomatization of mathematics and related sciences is necessary for the development of these sciences. It is necessary to define the objects of axiomatization.
