After analyzing the declarations of the rectors, RBC compiled the top 50 richest heads of universities. Traditionally, the first "oligarch" among them is Head of St. Petersburg Mining University Vladimir Litvinenko with an annual income of 195.7 million rubles, which, by the way, is 81.5 million rubles. less than the previous year. In second place RANEPA Rector Vladimir Mau, closes the top three Sergei Sinelnikov-Murylev- Rector of the All-Russian Academy foreign trade and Vice-Rector of the RANEPA.

Where is the profit from? Tens of millions a year is not a salary, or rather, not only it. According to the law, the rector's salary cannot exceed the average salary of university teachers by more than 5 times - the increasing coefficient from 1.5 to 5 is approved by the Ministry of Education and Science. “We have a transparent salary system, understandable to everyone,” SPSU Rector Vladimir Litvinenko does not hide the sources of his income from AiF. - My salary is set by the Ministry of Education and Science. In 2016, it amounted to 294.87 thousand rubles. Bonuses for complexity, tension and special treatment - 45% of the salary. In addition, in 2016, the Ministry of Education and Science gave me 2 awards for successful scientific activity on the total amount 1368.4 thousand rubles Today, the average salary of a professor at St Petersburg University is 151,000 rubles, while those who are actively involved in science earn more than 350,000 rubles. Postgraduate students receive 35,000 rubles. For successfully working teachers, grants have been established for conducting research in foreign scientific centers leading universities and companies - 150-250 thousand rubles. The university annually allocates more than 50 million rubles for foreign internships of scientific and pedagogical workers. own funds, for the education of students and graduate students abroad - more than 20 million rubles. The rector's office allocates funds for the most successful teachers to purchase housing. All this is possible, since the share of funds earned by the university exceeds the funds allocated from the budget.”
Contracts with enterprises can generate income for engineering universities. And where do the humanitarians get millions from? The rector can be a member of the board of directors of the largest banks, corporations (such as Vladimir Mau), have their own firms. But not only.
“The one who manages financial flows earns, and huge funds pass through the management of the university,” explains Pavel Kudyukin, co-chairman of the trade union "University Solidarity". - This gives you the opportunity to organize your business. Although it is possible that some rector perceives the university as a business. The shadow part of financial flows, as a rule, always exists. In the 1990s, the administrations of many universities enriched themselves by renting out space. Now it is largely under the control of the city government. But complex non-transparent mechanisms with paying students remain. There are many universities where tuition fees for commercial departments are lower than state funding for state employees. Let's say the state pays 70 thousand rubles for the education of one state student, and 40 thousand at the same faculty. Why is it all the same profitable? In prestigious specialties, where the cost of education is high, there is a large discrepancy between how much a student's education really costs and how much he pays for it. The difference goes to the official income of the university, teachers are not paid extra for the education of paid students. The salary is limited by law, and you can write out any bonus you like - which, perhaps, is what the rectors do. And let's not forget about shopping. For example, an order is placed with structures affiliated with the management of the university, where the system of kickbacks is debugged. So the management of a university is sometimes a serious business, completely Russian. Not much different from what happens in state-owned companies.”
And only the administration often uses the income from this business.
Beggar docents
According to Rosstat, the average salary of university teachers in 2016 is 55 thousand rubles. The figure is largely fictitious. The real salaries of the majority, judging by the reviews of people on the website "Financial Basis", are significantly lower. .
“In the Cherepovets university, in the presence of a northern coefficient of 25%, we get: art. teacher at a rate - 8 thousand rubles, candidate of technical sciences, associate professor - 18 thousand rubles, head of the department - 28 thousand rubles. (this is with curatorship, organization of circles and competitions). Rector's income - 1 million rubles. per month. There have been no awards for over a year. They tried to get angry. Answer: your salary complies with the standards.
“In our Far Eastern university, there are 4 thousand administrative staff for 2 thousand teachers, the salary differs by almost 100 times, from 11.5 thousand to 1 million rubles. at the rector's
“The salary of an associate professor at a Penza university is 14.8 thousand (minus income, and it turns out 13 thousand rubles). SHAME! You get a handout of 6 thousand at the beginning of the month and a little more at the end and you don’t know how to buy food, how to find medicine. I'm talking about clothes. However, the rector's salary is 40 times higher! Although we cheerfully report that our average is allegedly 50 thousand rubles.”
"Kaluga University. The rate of a senior teacher is about 15 thousand rubles. Previously, they paid extra for paid groups of students - now everything is included in the total load.
But the teachers of Moscow State University do not complain: “I have 80 thousand, and I am not a boss,” writes Dmitry. - 20 thousand - the rate of a senior researcher at Moscow State University, 30 thousand - biotests in several projects, 10-15 thousand - medical analyzes. Plus 15-20 thousand - allowances, teaching, earnings. Work week 50-55 hours.
By the way, the rector of Moscow State University V. Sadovnichiy is only in 30th place in terms of income - 16.5 million rubles. for 2016
“The cause of teacher poverty is new system wages, introduced in 2008, - says the teacher and the author of the petition for the abolition of this system, which gained 50 thousand signatures, Irina Kantorovich. - And it is such that the establishment of salaries is the competence of the institution. The university management received the money, and then the administration decides who to pay incentives and bonuses. Although, by law, the team has the right to approve its own provisions on salaries. In practice, everyone signs what the administration writes. But there is hope. Recently I received an answer from the State Duma Committee on Education and Science. Finally, at the very top, they recognized that there was a problem.”

The Ministry of Education and Science will analyze the incomes of rectors and find out how much they correspond to the achievements and successes of the universities they head. The results of the audit will be summed up at the beginning of next year. The public council under the department notes that it is necessary to exclude situations where the salary of rectors is 10 times higher than that of teachers.
The Ministry of Education and Science told Izvestia that now the Department of Strategy, Analysis and Forecasting of the Ministry is comparing quality performance indicators educational institutions with the salaries of their leaders. The results will be summed up at the beginning of 2018.
The corresponding order is also recorded in the minutes of the last meeting of the public council of the department signed by the Minister of Education and Science Olga Vasilyeva (a copy is at the disposal of Izvestia).
The executive secretary of the commission of the Civic Chamber of the Russian Federation for the development of science and education, Yuri Sedin, who was present at the meeting of the council, confirmed to Izvestia that the topic of comparing the performance of universities and the level of salaries of their leaders was discussed in the context of the situation in higher educational institutions.
The law fixes a certain ratio of the average monthly salary of the university management and teachers. But often the income of the management team exceeds the allowable coefficients. In this regard, openness is needed, - Yuri Sedin believes.
As follows from the provision on the establishment of wage systems for employees of federal budgetary, autonomous and state institutions, approved by the government of the Russian Federation, the maximum ratio of salaries of managers and the rest of the staff is determined in a multiple of 1 to 8.
Member of the Public Council under the Ministry of Education and Science, Academician Russian Academy Education Yevgeny Yamburg told Izvestia that today the salary of the rector can be ten times higher than the remuneration of professors.
The Ministry of Education is currently conducting an internal audit. Can you imagine: a professor's salary can be 32 thousand rubles a month - this is less than school teacher in Moscow. And the rector's salary is 300-400 thousand per month, - the expert explained.
Rector of the Moscow City Pedagogical University Igor Remorenko noted that each university has its own regulation on remuneration. In addition to salary, employees can receive incentive payments for citation scientific publications and participation in competitions.
The acceptable range of the salary ratio of the rector and the teaching staff is from five to eight salaries. If more - it is already indecent, - Igor Remorenko believes.
Rectors Russian universities very wealthy people, judging by their declarations. The richest of them - Vladimir Litvinenko - heads the St. Petersburg Mining University, his income in 2016 amounted to 195.7 million rubles. In second place is Rector of the RANEPA Vladimir Mau (64.5 million rubles), in third place is the head of the All-Russian Academy of Foreign Trade of the Ministry of Economic Development of the Russian Federation Sergey Sinelnikov-Murylev (48.6 million rubles). But besides salaries at universities, rectors also have other incomes, including from publishing books and lecturing.
The Ministry of Education and Science annually monitors the effectiveness of higher educational institutions in the country. Among the indicators that are taken into account are - GPA The Unified State Examination of first-year students and successful employment of graduates, the volume of research work of the university, the ratio of the salaries of the teaching staff to the average in the regional economy, etc.
Rector Financial University under the government of the Russian Federation, Mikhail Eskindarov (one of the ten richest with an income of 33.3 million rubles in 2016) noted that comparing the income of the management and the quality indicators of the work of universities is not always correct, especially when it comes to educational institutions in the regions.
When it comes to Moscow's leading universities, this, perhaps, will be understandable. But we must also take into account the fact that this will become a problem for regional universities. Efficiency educational institution depends primarily on the availability of qualified teachers, and there are not so many of them in the regions, as well as on the average USE score among applicants. But there is such a trend that smart guys with good scores try to leave and enter a leading university. And that's why regional rectors may suffer losses, - says Mikhail Eskindarov.
According to the Federal State Statistics Service, in the first quarter of 2017, the average salary of teachers in educational institutions of higher vocational education in Russia amounted to 49.9 thousand rubles. Most teachers earn in the Yamalo-Nenets Autonomous Okrug (118.5 thousand rubles), and the least - in Dagestan (25 thousand rubles).
According to the May decrees of the President, by 2018 the average salaries of teachers and researchers should reach at least 200% of the average in the region.
Vladimir Litvinenko ranks 177th in the Forbes “Richest Businessmen of Russia” rating: the magazine estimated his fortune at $450 million in 2016. The rector has a stake in PhosAgro, in 2014 he increased his stake to 14.54% (about 6.2 million ordinary shares). At the end of 2015, PhosAgro paid dividends to its shareholders in the amount of RUB 21.8 billion. ( 63 rub. per share), three times more, than in 2014.
Litvinenko led the St. Petersburg election headquarters of Vladimir Putin three times. presidential elections. He was also the rector of the Mining University in 1997, when the future president defended his Ph.D. thesis there. Litvinenko refused to comment on the sources of his income to RBC.
Revenue Leaders
In second place is Rector of the RANEPA Vladimir Mau. He declared a personal annual income of 53.7 million rubles. against 38.8 million last year. The annual salary of the rector for the year, together with incentive payments, amounted to 9.2 million rubles.
Most of the income was generated by fees for research and consulting work and remuneration for participation in the boards of directors of a number of companies, said Dmitry Sokolov, head of the RANEPA press service. Mau is also a member of the Board of Directors of Gazprom and the Supervisory Board of Sberbank.
The rector of the All-Russian Academy of Foreign Trade (VAVT) Sergey Sinelnikov-Murylev declared a personal income of 45.2 million rubles. (31.8 million rubles at the end of 2014). The source of such income is not only VAVT: Sinelnikov-Murylev is the vice-rector of the RANEPA (where his annual salary was 4.2 million rubles, he received another 7.2 million rubles as incentive payments) and supervisor Gaidar Institute, and until 2016 he was a member of the Supervisory Board of Sberbank. Sinelnikov-Murylev did not answer questions from RBC.
First Vice-Rector high school Economics Leonid Gokhberg became fourth in declared income - 35.6 million rubles, a year earlier his income was a little more - 35.8 million rubles. Salary of the Vice-Rector and Director of the Institute statistical studies NRU HSE, according to information on the website of the university, including incentive payments, amounted to 7.1 million rubles. Gohberg clarified RBC that the amount indicated in the declaration also includes income from scientific activities and expert advice.
Head of the Moscow state university means of communication Boris Levin declared 32.5 million rubles. Almost half of this amount, 14.2 million rubles, was royalties. Vyshka Rector Yaroslav Kuzminov, concurrently a member of the Moscow City Duma, received 27.8 million rubles in 2015. income against 45.3 million rubles. a year earlier. Then such a high income was associated with receiving compensation for unused vacation, said a representative of the rector of RBC. At the same time, the salary of the rector in 2015 reached 8.2 million rubles. including incentive payments.
MGIMO Rector Anatoly Torkunov, who earned 24.4 million rubles in 2015, was also among the leaders. (16.5 million rubles in the previous year). At the same time, the list of real estate owned by the rector is no different from last year - two apartments, a country house, a land plot, a garage and a parking space. Representatives of Torkunov have not yet been contacted.
Get rich many times
Litvinenko, Mau and Sinelnikov-Murylev showed the largest difference in personal income compared to last year. Evgeny Rybnov, rector of the St. Petersburg State University of Architecture and Civil Engineering, also significantly increased their income - from 6.4 million to 19.7 million rubles, Viktor Grishin, rector of the Russian University of Economics named after Plekhanov, from 13 million to 24 million rubles, and Mikhail Fedoruk, rector of Novosibirsk State University, from 12 million to 18.4 million rubles.
A strong breakthrough was also shown by the head of Moscow State University, Vladimir Sadovnichiy, who earned 17.1 million rubles last year. against 8.1 million rubles. in 2014, when he didn't even make the top 40. In 2015, according to a document published on the university website, Sadovnichiy received bonuses for 2012 and 2013 - a total of 6.1 million rubles, his rector's salary was 2.9 million rubles, the salary of the head of the department part-time - 243 thousand . rub. Other sources of the rector's income are not named. It was not possible to get a comment from Sadovnichy's representative by the time the material was published.
The strongest income in 2015 fell at the rector of the Russian State social university Natalya Pochinok - from 41 million to 10.7 million rubles. But this is more likely due to the “abnormal” income of the rector last year - then Pochinok told RBC that the declaration could have included income from the sale of real estate or income from previous jobs (previously, Pochinok worked as the first vice president of NPF Sberbank).
In second place in terms of income reduction is Kuzminov, followed by an employee of the Higher School of Economics, First Vice-Rector Vadim Radaev, who declared 11.8 million against 27.1 million rubles. a year earlier. Radaev explained to RBC that last year a significant part of his income was compensation for unused vacations for 15 years, paid in connection with the conclusion of a new employment contract. It was this amount that he directed for the purchase of a land plot of 1.1 thousand square meters. m, which appeared in his declaration.
As a rule, university rectors are eminent scientists, and a significant part of their income can be remuneration for scientific activity, says Tatiana Skoblikova, a professor at Southwestern State University. . The income of ordinary university teachers, according to the government's road map, should now be at least 150% of the average salary in the region, and by 2018 - at least 200%, adds HSE Vice-Rector Isak Frumin.

It is difficult to objectively assess the income of heads of universities. From the published declarations, it is not clear what exactly their incomes consisted of last year - whether only from official salaries and fees for scientific works or, for example, income from the sale of real estate. In addition, the list does not include the income of the rectors of Russia's leading universities, since they are not subordinate to . them.
