Most main fear graduates - get for USE scores lower than planned. But a wrong answer is far from the only reason for a low score. We figure out in which cases it is worth filing an appeal and how to defend your points in 2018.

There are only two official reasons to file an appeal

Firstly, this is a violation of the procedure for conducting the exam - for example, if there were not enough draft sheets for everyone in the audience, or repairmen were noisy with might and main in the corridor. In such cases, the appeal must be filed on the same day, without leaving the school where the exam was held.

Secondly, it is a disagreement with the points given. For example, if the computer incorrectly recognized the words and letters in the test part of the answer, or if the experts, in your opinion, underestimated written part or essay. Here you need to apply for an appeal within 2 working days after the official publication of the results in the subject. That is, you don’t have to wait for the school to post lists with points on the bulletin board (it can do this even a week later), but check the results yourself in personal account on the official portal of the Unified State Exam.

Deadline for filing a complaint with the conflict commission

If during passing the exam a controversial situation arose, and the graduate is not satisfied with the assessment, it is possible to solve this problem with the participation of a special conflict commission.

There are certain deadlines for submitting an application by a GIA participant. On the day of the exam, immediately after passing the exam form, you can file a complaint about the violation of the GIA in the subject

Within two working days, after receiving the results of the exam, you can dispute the score obtained as a result of the assessment.

The commission does not deal with issues related to the content of examination tasks. Does not consider complaints in case of a short answer of the graduate, if the graduate violates the current procedure, or if the design of the work does not meet the requirements conducting the exam. As arguments for the appeal, students' draft work is not taken into account.

The procedure for appealing the results of the USE 2018

  1. Within 2 working days after I officially got acquainted with the results, receive from the responsible secretary of the conflict commission (for graduates of the current year - from the head of their educational institution) a form in 2 copies, according to which the appeal is drawn up (it is possible to draw up an appeal in any form).
  2. Make an appeal in 2 copies.
  3. Transfer both copies to the above persons (who are required to accept and certify them with their signature, give one copy to the USE participant, and transfer the other to the conflict commission).
  4. Get information about the time and place of the appeal hearing.
  5. Come to the procedure for considering appeals to the conflict commission, having a passport and a stamped pass with you.
  6. Confirm on the appeal record that you have been shown copies of your forms and that your answers on the forms are correct.
  7. Participate in the appeal.
  8. Sign the minutes of the appeal.

What should be done before the day of the appeal?

It is quite clear that the passage of such an exciting procedure as an appeal will require a certain moral and psychological preparation. Here are a few helpful tips to help you:

Refresh your work. After the announcement of the scores, the work of schoolchildren is displayed in their personal accounts. Carefully read the scoring criteria to understand how objective you think the commission's decision on each item is;

approach the subject teacher or tutor with whom you were preparing for the exam - they will help you sort out the ambiguous points and give recommendations on how to behave and explain your opinion. In some cases, teachers can prove to you that there is no mistake, so you should not waste time and nerves on appeal procedures;

for each point with which you disagree, formulate an exact question to the commission in advance so that the conversation is substantive, and you can explain why you used this or that argument, quote, analogy or characterization.

Argumentation supported by concrete facts looks more weighty.

A few years ago, on appeal for USE scores it was better not to interfere. It was more than problematic to look at your own work properly; accompanying persons, even if they were the parents of the appellant, were ruthlessly cut off from attending the commission.

And in order to finally discourage children from complaining about injustice, the appeal commissions were allowed not only to refuse to increase points, but these points lower. And in a number of cases they did just that, after which the movement of the appellants did not quite, according to Radishchev, “get into a stump”, but noticeably subsided for several years.

The new appeal rules are more comfortable for children. Now in Moscow, you can see your work in your personal account, analyze it, consult with the teacher and parents, and only then decide whether to appeal. In addition, for the second year now, public observers have been present at the appeal. However...

Writing an appeal for violations of the procedure is not difficult: the main thing to remember is that this can only be done immediately, without leaving the exam. This is exactly what, we note, during the current campaign, the guys who did not have enough additional forms for the exam in literature did. And their appeals were granted.

But with an attempt to increase the score, the situation is more complicated. Especially in the humanities, with their inevitable interpretative bias: “In the exact sciences,” the mathematics and physics, problems it doesn’t happen with the evaluation of works, including during appeals, because a number is a number, and a formula is a formula - either they are correct or they are not.”

The bulk of this year's appeals are yet to come. However, a couple of typical situations can be considered using the example of last year.

This is a very nervous and unpleasant procedure: the children do not understand why they were lowered their points, and sob, and the members of the commission sit with stone faces, do not listen to explanations and insist on their own, - Olga, the mother of a graduate of last year, told MK. - Parents they are sure that they have an unspoken order not to raise their grades: they say that in this case they are deprived of bonuses.

And this is very similar to the truth: my daughter, for example, was lowered her score for using not two quotes, but five in her mini-essay in the Unified State Examination in Russian. And at the appeal they said: “You will download the rights, we will count one more quote and generally lower the score.” In general, they behaved very harshly. The baby started crying and we left.

I filed an appeal in the Russian language, - says a graduate of last year, an excellent student Liza. - I wrote samples for 100 points, but received only 82.

In particular, it seemed unfair to me to reduce the score for the speech turnover “listen to persuasion” (it was about the dialogue between Lopakhin and Ranevskaya in The Cherry Orchard. - "MK"). But they didn’t add a single point to me: the members of the appeal commission said that they “didn’t hear such a turn of phrase,” although I consulted with the teachers, and they confirmed that it was quite possible. At the same time, there was not a single public observer at the appeal - only two members of the commission ...

Nikita's problem at last year's USE in the Russian language turned out to be typical. He, like many other graduates, had his marks lowered for incorrect, according to the inspectors, definition of the problem and topic of the texts they received.

So, in the case of Nikita, it was believed that the correct answer was "ecology of speech", and not just "ecology", as he wrote. True, the members of his appeal commission were polite and friendly. And they even recognized the reason in the reference of Nikita's mother to the phrase from the keys to the task, which allows interpreting the ecology, which was discussed, in the literal sense of the word. But the appeal was nevertheless rejected, advising to file a complaint with Rosobrnadzor. Mom did just that. And there the rating, although partially, was raised.

However, this happened only at the end of July, when Nikita, with his initial scores, was already forced to enter Moscow State University for paid education ...

Question 1. What documents govern the appeal procedure?

Firstly, the Order of the Ministry of Education and Science of Russia dated December 26, 2013 No. 1400 “On approval of the procedure for conducting the state final certification in educational programs middle general education". See Section X, Reception and Processing of Appeals, paragraphs 76-89.

Secondly, Methodological recommendations on the work of the subject's conflict commission Russian Federation when conducting the state final certification for educational programs of secondary general education in 2018 (Appendix 6 to the letter of Rosobrnadzor dated December 27, 2017 N 10-870).

Question 2: What does an appeal look like? Is there any set form?

Yes, there is an approved form (1-AP). You can find it in the Collection of forms for conducting the GIA on educational programs of secondary general education in 2018. (Appendix 8 to the letter of Rosobrnadzor dated December 27, 2017 No. 10-870).

Question 3. Do I need to justify in the appeal why I do not agree with the scores?

No, the appeal uses the general wording “I ask you to review the results of the USE given to me, as I believe that the answers to the tasks given by me were evaluated (processed) incorrectly.”

You will be able to comment on the assessment of your work directly during the consideration of the appeal, orally.

Question 4. Can a score be lowered as a result of an appeal?

Yes, the assessment can really change for the worse. Based on the results of the consideration of the appeal, a decision is made:

  • on the rejection of the appeal and the preservation of the points given (the absence of technical errors and errors in the assessment of the examination paper);
  • about the satisfaction of the appeal and the change of points (the presence of technical errors and (or) errors in the assessment of the examination paper).

At the same time, if the appeal is satisfied, the number of points previously awarded may change both upwards and downwards in the number of points.

Question 5. How realistic is it to increase the score?

An increase in your score on appeal is always a statement of the fact that your work was not graded correctly on the first review. Of course, to USE experts and the members of the conflict commission have acknowledged the existence of a mistake, they need to present really convincing and weighty arguments. To do this, you must carefully prepare for the appeal, think over your position, and then confidently speak to the members of the conflict commission. In one case, this will give its result, in the other case, even such efforts will not be enough.

Sometimes you don’t need to do anything at all to “beat off” an extra point - you come and they tell you from the threshold that a decision has been made to satisfy the appeal. This is possible if the error made by the expert during the verification is quite obvious.

In general, if there are reasons, increasing the result by 1-3 primary scores is quite real. At the same time, it does not matter how many points you were given initially: the appeal can be satisfied even if you are a high scorer. Last year, two of my students had their scores raised from 71 to 77 and from 91 to 93 respectively. A 15-20 test score improvement is, of course, a much rarer story.

Question 6. I believe that my answer to the short answer task (part 1 of the Unified State Examination in History) was assessed incorrectly. Can I file an appeal about this?

The only option when, as a result of the appeal, the score for the task of Part 1 of the Unified State Examination in History can be increased, is if a technical error is found in the processing of the appellant's examination paper.

For example, the correct answer is “NIKOLIVTOROY”, you wrote “NIKOLIVTOROY”, but the computer recognized your entry as “MYKOLIVTOROY”, and therefore the point was not counted. This is a technical error that must be recorded and corrected when considering the appeal.

If you were able to solve the task correctly, but filled out the form incorrectly, you will not be able to increase the score on the appeal.

The conflict commission is not entitled to apply changes to answers to tasks with a short answer in the case when, when recording the answer, the appellant used the recording form (including symbols) that contradicts the instructions for the KIM task, as well as the Rules for filling out the USE forms (paragraph 14 of section 8 methodological recommendations on the work of the conflict commission).

Question 7. I mixed up and entered the wrong answer on the form, but everything was written correctly in my draft. Can I refer to the draft when considering an appeal?

There is an unambiguous answer to this: the conflict commission not considers drafts (as well as KIMs) of the USE participant as appeal materials (point 6 of section 4 of the Methodological recommendations on the work of the conflict commission).

Question 8: How long does it take to file an appeal?

The appeal is filed within two working days following the official day of the announcement of the exam results.

The official day of the announcement of the results of the Unified State Examination in the history of 2018 - June 20, 2018 (not later than the specified date). This follows from the 2018 USE History Appeals Processing Schedule published on the USE official website. Note that the wording " not later than the specified date". Theoretically, the official day of the announcement of the exam results could be earlier.

AT this issue I would be guided by the information of each specific region, or rather, the Regional Information Processing Center (RTsOI).

Question 9: Can an appeal be withdrawn?

Yes, the USE participant has the right to withdraw the appeal of disagreement with the points given within one working day following the day of filing the specified appeal, but no later than the day of the meeting of the conflict commission.

To do this, you must write a statement of withdrawal of the appeal and submit it to your school.

Question 10: What happens if I don't show up on the scheduled date for the appeal hearing?

The appeal will still be considered. Obviously, in this case, there will be less chances for an increase in points, because. the conflict committee will not even be able to hear your arguments - why you do not agree with the assessment.

Question 11: Who can come with me to the appeal hearing?

According to paragraph 80 of the Order of the Ministry of Education and Science of Russia dated December 26, 2013 No. 1400, if desired, the appellant and (or) his parents (legal representatives). Legal representatives are understood as adoptive parents, guardians, trustees, etc.

In official documents, I did not find a direct answer to the question of whether teacher or tutor. At the same time, I have heard stories more than once that students sometimes come to appeal with their teachers, having previously taken care of issuing a notarized power of attorney.

Question 12. How long does it take to process an appeal?

The time recommended for consideration of one appeal (including explanations for evaluating detailed answers) is no more than 30 minutes. During the consideration of the appeal, the involved expert, if necessary, provides clarifications on the evaluation of detailed answers, this should take no more than 20 minutes (paragraphs 10 and 15 of section 8 of the Guidelines for the work of the conflict commission).

In practice, it is far from always that half an hour is allocated for each job. Be prepared for the whole process to take 10-20 minutes.

No matter how accurately the creators of the exams formulate the criteria for checking creative tasks, controversial situations in the assessment are inevitable. If, after the announcement of the results of the exam, you decide to defend your detailed answers to open tasks and thereby increase the final score, you can appeal.

But there is one unpleasant detail: after a repeated independent check, your result can either be improved or lowered. For example, they can detect errors that the first reviewer did not notice. Is this fair?

No, according to the Society for the Protection of the Rights of Consumers of Educational Services. Its chairman, Viktor Panin, is going to send a proposal to the Minister of Education, Olga Vasilyeva, to ban the appeal commissions from grading a graduate lower than that given by the first inspector. “If the grade has already been set and suddenly they want to lower it, this is not only unfair, but also raises a lot of questions for those who initially checked the work,” Panin explains in an interview with RT. “Alumni are deliberately frightened with stories about declining scores so that they do not submit documents for appeal.”

Appeal from within: a negative experience

In an interview with RT, other people shared their opinions who know firsthand what an appeal is. So, tutor Tatyana from Nizhny Novgorod said that over ten years of work, all her students who filed an appeal could not increase their scores. “Checkers review all work and may reduce points for other tasks. As a result, the student comes out with an even lower USE score,” she notes. About the manner of communication of the members of the appeal commissions, the woman responds as follows: "Very rude, harsh, on the verge of rudeness."

Natalia is the mother of one of the 2016 graduates. “If a child is confident in his knowledge and is ready to fight for his innocence, then you can only wish him good luck. Because there are such people in the commission that parents cannot put in a word,” she says. “There are a lot of cases of declining points, but there are others when smart guys earned themselves up to 15 points on appeal.”

Another mother, Evelina from Moscow, was recommended by the teachers to file an appeal. They were sure that her son's work deserved a higher appreciation. But the commission had a different opinion. “The spectacle is not for the faint of heart: humiliation, insults, no one raises points, only lowers,” she says. - They called my son an ignoramus, they said why the hell did he come to beg for a point, and even sarcastically wished him good luck in the end. And all this in the presence of the father.

A student at a Moscow university, Maria, went on appeal because of an essay on literature. She recalls: “The inspector was not in the mood to sort out my problem, he began to find fault with the handwriting, intimidate that he could count a sloppy letter for a mistake. As a result, my points were not raised, which is why I could not enter the budget at the Faculty of International Relations, where I had dreamed of getting since childhood.

Inside Appeal: A Positive Experience

In an interview with the Mel portal, student Anastasia Trifonova from the DSTU in the city of Shakhty recalls the appeal as follows: “My mother at the appeal in 2014 said something for me, directly participated in the conversation. I really needed support then, I was terribly worried. In literature, they greatly underestimated my points in part “C”: we argued with the commission for a long time together with my mother, forced them to re-read the entire work again. As a result, I was raised by two primary points. It was 72, and it became 78 points. This helped a lot during admission, already at the first wave I knew that everything was fine. Take your parents with you and don’t be afraid, you have more chances with them.”

The appeal of the current student of Moscow State University Ekaterina Kazachenko turned out to be quite easy: “At the appeal in literature, they told me that they had decided to raise the result by two primary points. We didn't even discuss anything. I just signed, said "thank you" and left. If it weren't for the added points, I wouldn't have entered. It was 87 - now it's 96, the threshold for entering a university is 329, and I have 334 points.

Approximately the same situation is with the student of Moscow State Pedagogical University Darya Telesnitskaya: “I did not defend my points in any way. I came to the appeal, the commission checked the work and added four points to me. I was satisfied, I did not dispute. This did not affect my admission, but I was pleased that everything went honestly.

As you can see, everyone's story is different. One thing is obvious - it is not worth filing an appeal simply for reasons of “maybe they will increase the score”. It's really risky. If you really feel injustice and are ready to fight, be sure to go to the appeal. It will not help in admission, so at least it will increase self-esteem.

Single State exam as a compulsory one has existed for more than ten years, but despite this it remains a serious test of knowledge gained in the subject, and psychological stability. Each point counts here, and getting the desired profession and the future depends on it. Disappointing results often seem incontrovertible, but they are not. Every graduate has the right to appeal. This is a serious event for which you need to carefully prepare, including mentally.

The essence of the appeal

This is an appeal against the results of the examination, which were determined by the experts. The goal is to increase the points that the graduate expects when applying. It must be drawn up within two days from the date of receipt of the results.

Training

Careful preparation and review of your work in terms of compliance with the assessment criteria is the key to success. Make a list of tasks and, possibly, questions that you want to ask the members of the expert committee. Ask for help from a teacher or tutor in a particular subject.

Rules of behavior

To understand how to behave, consider the stages of this event:

  • the place and time of the meeting is appointed;
  • come on the day of the procedure with a passport;
  • parents can accompany you as legal representatives of a minor;
  • your work is checked again, then the discussion begins;
  • you are asked questions on those tasks, the verification of which does not suit you;
  • answer them using weighty arguments (textbooks or manuals with theoretical material on the required topic).

You need to come prepared: work out in advance (on your own or with a teacher) all objections regarding work, be confident in your knowledge that you have to demonstrate. Therefore, we do not recommend starting this if you yourself doubt them.

It is possible and even necessary to win a small position of the commission by appearance. Adhere to strictness in clothes, you should not look defiant and untidy.

The right attitude and style of behavior will also play a positive role in the appeal process. First of all, yours will be important here. Do not take this meeting as the last battle that must be won at any cost. Get a good night's sleep the night before, don't get overly nervous, and remember that everything that seems extremely important and significant now will be a trifle in a few years. Don't let any numbers throw you off balance.

Remain calm and balanced, be polite and courteous. Standing up for yourself and the results of the exam by using accusations, increased tone, and perhaps even screams and tantrums in your speech will not only give you nothing, but will not make the best impression. After that, you will no longer have to hope for a successful outcome in your own favor. Prove your point of view calmly and reasonably, without unnecessary objections and emotions.

Be polite: be sure to say hello warmly, and at the end also say goodbye, regardless of the outcome. Keep the dialogue in a businesslike way: be interested, ask questions that concern you, ask experts to explain what is likely to be incomprehensible. Of course, you can argue if you can’t do without it when arguing, but it’s important to do it as tactfully as possible, without being rude.

How to get a grade increase

If your appeal is denied, the scores previously assigned will remain unchanged. If it is satisfied, then their number changes. Keep in mind that rechecking can lead to their reduction if it turns out that some of the criteria were not met or you cannot convincingly argue one or another aspect of the work.

The mark is usually raised if a so-called technical error was made (this applies to the test part). For the part that involves a detailed answer, it is more difficult to achieve an increase in points. To do this, you must have a strong evidence base and the ability to defend your position using all the arguments. Keep in mind that experts raise the rating infrequently and rather reluctantly. Thus, they have to admit, in a certain sense, their own incompetence. But it's still worth a try. We wish you good luck if you decide to do it!
