1. These Rules have been developed in pursuance of Federal Law No. 238-FZ of December 19, 2006 "On the Federal Budget for 2007" (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 2006, No. 52, Art. 5504), paragraph 40 of the Decree of the Government of the Russian Federation dated February 23, 2007 N 126 "On Measures for the Implementation of the Federal Law "On the Federal Budget for 2007" (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 2007, N 10, Art. 1240) and establish the procedure for granting subsidies from the federal budget to state unitary enterprises that carry out activities for the provision of housing and communal services to the population (hereinafter referred to as enterprises).

2. Subsidies are provided within the limits of budget appropriations and limits of budgetary obligations provided for in the consolidated budget list of the federal budget for 2007 of the Russian Academy of Sciences and the Siberian Branch of the Russian Academy of Sciences (hereinafter referred to as the main administrators of the federal budget funds) under section 01 "National issues", are sent enterprises under the jurisdiction of the main managers of federal budget funds for the implementation of major repairs of housing facilities and public utilities serving the housing stock; maintenance of federal property (property tax, land tax and other expenses for the maintenance of federal property, including paperwork); improvement of adjacent territories (cleaning of roads and sidewalks, landscaping, major repairs of roads and sidewalks, children's and sports grounds near the house).

2.1. The Russian Academy of Sciences transfers subsidies in accordance with the established procedure to settlement accounts of enterprises opened by them with credit institutions on the basis of agreements (agreements) concluded between the Russian Academy of Sciences and enterprises.

2.2. The Siberian Branch of the Russian Academy of Sciences transfers funds from the federal budget scientific centers, administered by the Siberian Branch of the Russian Academy of Sciences (hereinafter referred to as recipients of federal budget funds), which, in the prescribed manner, transfer subsidies to settlement accounts of enterprises, on the basis of agreements (agreements) concluded between the recipient of federal budget funds and enterprises.

2.3. The list of enterprises and the amount of subsidies are determined by the main managers of federal budget funds.

2.4. The main managers of federal budget funds and enterprises are responsible for the allocation and spending of subsidy funds in accordance with the legislation of the Russian Federation and their intended purpose.

2.5. To allocate subsidies, enterprises provide the main managers of federal budget funds with:

The program for the overhaul of housing facilities and public utilities serving the housing stock, drawn up on the basis of acts of inspection of the technical condition of the housing stock, buildings and structures serving the housing stock, approved by the enterprise with subsequent approval by the main managers of federal budget funds.

2.6. Enterprises submit reports on the use of subsidies on time and in accordance with the forms established by the main administrators of federal budget funds.

3. Control over the targeted use of subsidies is carried out by the main managers of federal budget funds.

1. 3. Candidate's examinations are a form of intermediate attestation when mastering the training programs for scientific and pedagogical personnel in postgraduate (adjuncture) studies.

Persons are attached to the organization to pass candidate exams by enrolling them in the organization (hereinafter referred to as attachment to pass candidate exams) as external students for passing intermediate certification.

4. To pass candidate exams, persons with higher education, confirmed by a diploma of a specialist or a master (hereinafter referred to as the attached person).

5. Attaching a person to pass candidate exams in the direction of higher education training - personnel training highest qualification according to the programs for the training of scientific and pedagogical personnel in graduate school (hereinafter referred to as the direction of training), corresponding to the scientific specialty provided for by the nomenclature of scientific specialties approved by the Ministry of Education and Science of the Russian Federation an organization that has state accreditation for the relevant program for the training of scientific and pedagogical personnel in graduate school (adjuncture).

6. Attachment for the candidate's examinations is carried out for a period of not more than six months.

7. The attached person, within the time limits established by the organization for receiving the documents necessary to consider the issue of attaching for passing candidate exams, submits an application to the head of the organization for attaching for passing candidate exams (in Russian), indicating in it the name of the relevant area of study for which candidate exams will be taken, and the name of the scientific specialty, branch of science in which the dissertation is being prepared.

In the application for attachment for the candidate's examinations, the following is also recorded:

the fact of familiarization with a copy of the certificate of state accreditation educational activities and applications to it;

the fact of the consent of the attached person to the processing of his personal data contained in the documents and materials submitted by him for consideration of the issue of attachment for passing candidate exams, in the manner established by the legislation of the Russian Federation on personal data 2 .

The specified facts are certified by the personal signature of the attached person.

8. The documents specified by the local act of the organization, including a copy of the identity document of the attached person, are attached to the application for attachment for passing candidate exams; a copy of the document on higher education, the owner of which is the attached person, and annexes to it.

In the case of a personal appeal, the attached person has the right to submit the originals of the above documents, in which case their copies are made by the organization independently.

9. When submitting the documents necessary to consider the issue of attachment for passing candidate exams, charging fees from attached persons is prohibited.

10. If the attached person submits an application that does not contain all the information provided for in paragraph 7 of this Procedure, and (or) does not provide the documents necessary to consider the issue of attachment for passing candidate exams, the organization returns the documents to the attached person.

11. Candidate examination programs are developed and approved by organizations on the basis of sample programs candidate examinations approved by the Ministry of Education and Science of the Russian Federation 3 .

12. For the administration of candidate examinations, commissions for the administration of candidate examinations (hereinafter referred to as examination commissions) are created, the composition of which is approved by the head of the organization.

13. The composition of the examination committee is formed from among the scientific and pedagogical workers (including those working part-time) of the organization where candidate examinations are taken, in the amount of no more than 5 people, and includes the chairman, deputy chairman and members of the examination committee.

The composition of the examination committee may include scientific and pedagogical workers of other organizations.

The rules of work of the examination committees are determined by the local act of the organization.

14. The examination committee for taking a candidate exam in a special discipline is authorized to take a candidate exam in a special discipline if at least 3 specialists with a scientific degree of candidate or doctor of science in a scientific specialty corresponding to a special discipline, including 1 doctor of science, participate in its meeting. .

15. The examination committee for taking the candidate exam in the history and philosophy of science is authorized to take the candidate exam in the history and philosophy of science if at least 3 specialists with the degree of candidate or doctor of philosophy, including 1 doctor of philosophy, history, participate in its meeting. , political or sociological sciences.

16. 17. Assessment of the level of knowledge of an external student is determined by the examination committees in the manner prescribed by the local act of the organization.

18. The decision of the examination committees is drawn up in a protocol, which indicates, among other things, the code and name of the field of study in which the candidate exams were taken; code and name of the scientific specialty, name of the branch of science on which the dissertation is being prepared; assessment of the level of knowledge of the external student for each candidate's exam; surname, name, patronymic (the last - if available), academic degree (in case of its absence - the level of professional education and qualification) of each member of the examination committee.

19. Passing candidate examinations is confirmed by a certificate issued on the basis of a decision of the examination committees on training or on the period of training, the validity of which is not limited. 11. Candidate exam programs are developed and approved by organizations on the basis of exemplary candidate exam programs approved by the Ministry of Education and Science of the Russian Federation<1>.

The composition of the examination committee may include scientific and pedagogical workers of other organizations.

The rules of work of the examination committees are determined by the local act of the organization.

16. The examination committee for taking a candidate exam in a foreign language is entitled to take a candidate exam in a foreign language if at least 2 specialists with higher education in the field of linguistics, confirmed by a diploma of a specialist or a master, and who speak this foreign language, including including 1 candidate of philological sciences, as well as 1 specialist in the problems of the scientific specialty, in which the person passing the candidate's exam (hereinafter referred to as the external student) has prepared or is preparing a dissertation, who has the degree of candidate or doctor of science and knows this foreign language.

17. Assessment of the level of knowledge of an external student is determined by the examination committees in the manner prescribed by the local act of the organization.
