Svetlana, what is the Ukrainian state doing to ensure that Crimean graduates choose universities in mainland Ukraine, and not in Russia?

Kretovich: We have been holding events for the second year in order to attract applicants from the occupied territories. I can say that information Russian sources about the increase in the number of children taking the exam is not a guarantee that applicants will enter the Crimean or Russian universities. At passing the exam because they don't get asked too much. I can say that the number of children who are graduating from Ukrainian schools as an external student has increased - and there is such an opportunity until the summer. Educational centers are given budget revenue quotas - 20% of the state order. In 2016, the quota in Ukraine was approximately 1,200 places. It was not fully utilized, because at that time we were not able to conduct a full-fledged information campaign. Now we are actively trying to convey to the Crimeans information about the possibility of enrolling in the budget. You can do this after passing the EIT. It is possible to do this both during the main session and during the additional session in July. So, even if graduates are forced to take Russian exam, they will have time to pass the UPE or the exam and enter the Ukrainian university.

– And can an applicant do this even in the absence of a Ukrainian passport?

Kretovich: This is done according to a simplified procedure, it is possible without Ukrainian documents. You can submit a declaration to the educational center "Crimea - Ukraine", pass three exams - Ukrainian language, the history of Ukraine and one more, determined by the university, depending on the specifics. This is enough to become a student.

- Valentina Potapova, deputy head of the Almenda Civic Education Center, is in touch with us. Valentina, what do you think, is Ukraine making enough efforts in the fight for Crimean applicants?

Potapov: I don't think it's enough. What Svetlana Kretovich spoke about is a breakthrough, this is a good opportunity to provide access to education for Crimeans. But according to this simplified system, universities subordinate to the Ministry of Culture and the Ministry of Health drop out for the second year - and this means a lot of children. About three months ago, a family from Simferopol contacted me; the child is studying at the local music college, one of the best in Ukraine. He is the winner of many competitions. I was asked how this child could enter the conservatory in Kharkov. And he cannot use the simplified procedure through educational centers, because there is not a single cultural or medical center among them. And this child needs to be enrolled in the 9th grade, pass the annual tests for the 9th and 10th grades, pass the UPE and then enter the conservatory.

- And does the Ministry of Education plan to solve this problem?

Potapov: In December, at a session of the Ministry of Education and the Ministry of Culture, the question was raised about the need to create at least one center "Crimea - Ukraine", dealing with education in the field of culture. It seemed to me that we had moved off the dead center. But now there are statements that the Crimeans should try to do it.

- We are in touch with the rector of the Taurida National University. Vernadsky Vladimir Kazarin. Vladimir, how many Crimeans entered and transferred in 2016 to study at the Taurida National University?

Kazarin: I think we are winning the battle for minds against Russia. In July 2016, we enrolled 236 people for the first course - for the first time after the move, this is a very positive result. After that, we continued to transfer students, and at the end of September there were already 740 students. The translation process is ongoing. We now have 3,150 students and over 500 faculty and staff. This partly even worries us, because the need for hostels for students and teachers is growing again. However, this is more of a pleasant chore.

The battle for the minds, I think we are winning against Russia

I want to say that after the annexation of 7 Crimean universities and 5 academic scientific centers were merged into the Crimean federal university, there were about 76 thousand students, staff and teachers. Now it is below 30 thousand. Teachers and students are leaving. And this is clear, because with a KFU diploma they will not be hired anywhere except in Russia, this diploma is looked askance everywhere. I can say that interest in the Taurida national university great. We opened a branch in Lutsk and Kropyvnytskyi - the former Kirovohrad. This means that our educational product is in demand.

– Does TNU plan bonuses for Crimean applicants in 2017?

Kazarin: We removed all the far-fetched obstacles for children from the occupied territories - and here I must say thanks to the Minister of Education Lilia Grinevich, she actively supported us. Now it doesn't matter what passport or certificate the child will come with, it doesn't matter whether he was given the necessary certificates in Crimea. There are no excuses not to accept an applicant or student - just come to us at admission committee and the problem will be solved.

In 2017, there were concerns about whether Crimean schoolchildren who did not pass the Ukrainian exam in the 9th grade have the right to enter Ukrainian universities. There is no cause for concern - for children from Crimea and Donbass, this is not necessary. They pass the Ukrainian language and the history of Ukraine within school curriculum, and we have an entrance exam at the university. And according to the results of these exams, they will become our students.
