In July 2000 he was appointed military commander of the Urus-Martan district of the Chechen Republic, one of the most dangerous in the republic. He combined the active establishment of a peaceful life in the area with an uncompromising struggle against the militants. He personally led and took part in 158 special operations in the region, in which over 100 militants were killed, two field commanders were captured alive, 310 small arms, 415 grenade launchers were seized, 420 mines and land mines were destroyed. He earned the hatred of terrorists, was subjected to constant attacks both on their websites and in the "human rights" press.

On the afternoon of November 29, 2001, during a meeting with the population on one of the squares of Urus-Martan, he was mortally wounded by a suicide bomber who detonated an explosive charge on herself. Three Russian servicemen were killed, General Gadzhiev himself died from his wounds in a hospital in Mozdok on December 1, 2001.

DEATH OF THE MILITARY COMMANDANT. WHY DID GENERAL GADZHIEV DIE?
The background of one of the most high-profile murders of the past year in Chechnya AT the winter of 2002 - and this means seven years of the Chechen war. Behind our backs are thousands of corpses, buried and abandoned. Thousands of wounded and maimed. Thousands of killers. Finally, the ridiculous negotiations between Zakayev and Kazantsev. Cold and hunger. Poverty. A series of epidemics: either tuberculosis or hepatitis. And over the whole war - an "umbrella": a cruel intra-Chechen confrontation. The civil war as one of the main results of the protracted madness in the North Caucasus: those who came to power destroy their personal enemies with proxy hands.
Civil war is disgusting. The deeper it is in Chechnya, the less hope for an understandable, explainable life. They go, like drops in the sand, like the blood of the next dead, into the winter Chechen slurry. Fast and seamless.
AT we have been sitting in the office of Shirvani Yasaev, the head of the Urus-Martan regional administration of Chechnya, for five hours in a row, and the conversation does not work out - only war. In front of us on the table is a list of Urus-Martan soldiers abducted during the purges - 109 people who disappeared without a trace. And that means 109 families who know nothing about their loved ones: no news, no funeral.
- They are enemies, - Shirvani Kanaevich cuts like a Bolshevik in response to all the "why". He does not hide the fact that he is a consistent supporter of the need for "red terror", which has now replaced the terror of the "Wahhabs".
- Whose enemies are they? - I'm interested.
- Ours. My and my people - should be a clear answer.
Are all of them enemies? - I specify.
- Practically.
- And if someone accidentally hit?
- We have a war. So there are costs.
From time to time, people enter the office, there is hauntedness in their eyes, and they tell the latest news: about the atrocities of the military that took place just last night in Gekakh, Alkhan-Yurt, Goytakh - villages close to Urus-Martan. Jamil Dzhabrailov, the village head, has just arrived from Goyt.
- What do i do? What to say to people? We are only slightly improving life so that the people begin to think decently about power, as the military destroy everything in one fell swoop.
That night, a detachment in armored vehicles again rolled into Goity and immediately to the house of Taus Osmaev on Rostovskaya Street, one of the most authoritative people in the village. Women and children were beaten, Osmaev was dragged out naked into the yard, beaten and humiliated...
But Yasaev is adamant: he does not want to help Osmaev from Goyt, that is, go to the military, look for the truth and the guilty.
- Osmaev all his life Soviet power worked, - Jamil raises his voice, throwing out the last trump card. - You know that.
But again, not a sound of sympathy in response. Only phrases about the "correctness of the chosen path": that cruelty is justified, that all the tortured and humiliated are "enemies" and receive for their Ichkerian past. That the former military commandant of Urus-Martan, Major General Heydar Gadzhiev, who inculcated a similar style of relations with the population and died on November 29, 2001 as a result of a directed explosion, was the best of the best Russian generals. And a wonderful person. And brave in the fight against enemies - the enemies of Yasaev. And that everything he did here was "for the good" of Chechnya, and what happened to him is just a tragic case. It is not necessary, they say, to draw far-reaching conclusions, since this is the work of one single local “idiot”-kamikaze ... And most importantly, the work of General Gadzhiev must be continued. And he, Shirvani Yasaev, is sure of it.

Case of Heydar Hajiyev
Shirvani Kanaevich is a middle-aged man who has seen a lot and lost many, one cannot argue with him. However, there is no escape from life either: it is enough to step out of his office at least to the “patch” in front of the district administration, not to mention walking along the Urus-Martan streets - the picture opens up directly opposite to that which the authorities paint. Lowering their voices to a whisper, people talk about dead general chilling stories. And most importantly, they assure: the fact that on November 29, closer to noon, they saw it here, on the “patch”, is absolutely natural.
... Heydar Hajiyev, then still a colonel (he received a general for Urus-Martan), appeared here in the summer of 2000, transferred from Makhachkala. He was appointed military commandant of the Urus-Martan region, considered one of the most difficult in Chechnya.
It quickly became clear that Gadzhiev was hardly trained in other methods of communicating with the population, except for howling, poking, insulting. Often in the mornings he could be seen at the central Urus-Martan bazaar, smashing the stalls of traders because they laid out the goods not where he considered possible.
Gadzhiev personally led and directed in the most cruel direction of the cleansing. He personally traveled with the inspection to the field "filters", equipped with mobile torture chambers so that the arrested quickly confessed that they were militants, and thus reporting to the higher military authorities on the successes "in the fight against terrorism" only improved. Not to mention the robberies, the trade in arrested people - the commandant Gadzhiev did not shy away from the usual military "exercises" in Chechnya. However, they say that "creative work" gave him pleasure - he created scenarios for cleansing: who to follow, who to catch, who to eliminate. Why did he consult with the administration of Urus-Martan. And they advised.

To what is all this called? That's right: the commandant, supported and inspired by the current Urus-Martan bureaucracy, planted outright terror on the territory entrusted to him.
And the people?
Ali and Umar, two sons of Aminat Musayeva from the village of Gekhi, were cleared in this way at the end of the summer of 2000. Since then, nothing has been heard of them. Although Aminat immediately went to Gadzhiev and said what she had witnessed: the sons were taken away by armored personnel carrier No. 108, a group of Penza policemen were sitting on the armor, and Major Silantyev was their senior ... I must say, in addition to the civil war, it was not without a vulgar marauder . That major with the fighters, together with Ali and Umar, also cleared the car of the Musaev family. When Aminat came to Hajiyev, the car was just standing in the courtyard of the commandant's office. And then she stood there for a long time. Until Hajiyev's subordinates sold her somewhere...
And what was the commandant's reaction? He shouted to the weeping Aminat: “You won’t catch me with tears.” Aminat sobbed, because she saw the very major who was taking away her sons, leaving the doors of the commandant's office, and took Hajiyev by the sleeve: “Here he is! I recognized him!”
And Hajiyev only: “Where? Who? I don't see anyone." And laughed.
On June 12, 2001, the military abducted Artur Berpsukaev in Urus-Martan in exactly the same way. Everyone in Chechnya knows that in such cases one must hurry very much: if you don’t get on the trail of a person quickly, consider it the end. Arthur's mother ran to Gadzhiev - and to whom else? Yasaev won't listen, and the commandant has his own pre-trial detention center... But Gadzhiev was rude, as usual, and said that he personally prepared this seizure. And it won't help. “Good,” the mother sobbed, “but just tell me where the son is sitting, what is his charge, when will the trial be?” "Court! Oh, judgment! laughed the commandant. And six months since then there has been no news of Arthur. No Arthur. And the corpse of Arthur. Nothing from Arthur.
And for all this in the fall of 2001, commandant Gadzhiev received a general.

- How do you explain that the relatives of the disappeared people are terribly afraid to talk about it? And about you too?
- Because they are relatives of enemies, and they know that there will be no mercy from me. I don't have any sympathy for them. I do not want to understand not my supporters. The enemy must be destroyed. By any available means.

We are talking about the ruins in Alkhan-Yurt. About the houses No. 2 and No. 7, just blown up with snow, on the narrow street of Gagarin - the houses of the families of the Yunusovs and Khugaevs. At night, the federals drove up on BTEers, tied them with a “gornych snake” - this is how the military calls a combat TNT cord designed to punch passages in minefields - and blew them up. The men were taken away to no one knows where; women and children jumped out into the snow in what they were, and remained in that. A few days later, mutilated, with traces of torture, the dismembered bodies of the abducted men were found in the Chernorechensk forest.
- I don't even want to comment on it, - Yasaev is dissatisfied. - Their relatives fought against us.
- And they themselves?
- Never mind.
I had to investigate, because it is just very important. It turned out that one of the dead was the militant's uncle, and the other was his neighbor. And all? And that's all. And the militant himself died a long time ago ... The uncle answered for his nephew, as did the uncle's neighbor. Like the children of the neighbor's uncle.
- I do not like all these “Memorials”, all sorts of human rights activists. As they went, then the problems began. Journalists are interested. People began to raise their voices. - This is Yasaev. The same Yasaev, who was appointed here on behalf of the Russian Federation to observe its laws and protect citizens. But busy with something else.
Old man Shirvani Visitaev, an activist of the Urus-Martan Council of Elders, was shot dead in his own garden while mowing hay. The next day, publicly, at the funeral, his friend Taus Sulzanov said this: “How long can we endure this?” On the third night at home, during the curfew, Taus was shot.
- And these are "costs"?

Widow and General
The best way to irrational actions is the hopelessness surrounding you. And the inability to get an answer.
Aizan Gazueva lost on the second Chechen war husband, uncle and two brothers. Under different circumstances, but one thing in these deaths was common: none of the now entrenched in power did not even consider it necessary to explain why they disappeared. Aizan went to Hajiyev, like many others, but received nothing but insults in response.
And on November 29, 2001, the 18-year-old Urus-Martan widow Aizan Gazueva approached Major General Geidar Hajiyev, who was standing on the square, and asked:

The commandant, unkind as usual, barked:
- Move away! I don't have time to talk to you!
And then there was an explosion: this young widow activated a device hidden on her own body.
Self-judgment has taken place. Exactly the same as General Gadzhiev was busy. And Shirvani Yasaev is doing his living today.
