Immediately after the promulgation of the presidential decree, Alexander Anatolyevich was congratulated by all the leaders of the regions of the North Caucasus Federal District, including Ramzan Kadyrov (Chechnya), Yunus-Bek Evkurov (Ingushetia), Rashid Temrezov (Karachay-Cherkessia), Vyacheslav Bitarov (North Ossetia-Alania) and Vladimir Vladimirov ( Stavropol region).

Everyone involved in the subject of anti-terror and special forces knew Alexander Anatolyevich well long before his appointment as plenipotentiary in the North Caucasus Federal District, and we, in the Alpha special unit, have known him for a lifetime, one might say so. GROUP "A" KGB-FSB

Matovnikov Jr. served in Alfa for more than thirty years. He became the second "Alfa" who exchanged his fourth decade of service in Group "A". He went from an ordinary employee to the first deputy head of Department "A" of the Special Purpose Center of the FSB of Russia.

SPECIAL OPERATIONS FORCE

In 2014, Alexander Matovnikov was transferred to work in the Ministry of Defense, and then appointed to the post of Deputy Commander of the Special Operations Forces of the Main (Intelligence) Directorate of the General Staff of the Russian Armed Forces.

In 2015, after the departure of the Hero of Russia Alexei Dyumin to the post of Deputy Minister of Defense (now he is a very active, successful governor of the Tula Region), Matovnikov became commander of the MTR and deputy head of the Main Directorate of the General Staff of the Russian Armed Forces.

For my part, as a former commander of Matovnikov, I can only add to Gennady Nikolayevich's assessment that Matovnikov is a real "military bone"; a person of very high, tactful treatment of subordinates. MAIN GOALS

On June 28, the plenipotentiary was presented in Pyatigorsk. Alexander Matovnikov noted that the region is not new to him, he is personally acquainted with many heads of the subjects, and stressed that he is counting on fruitful interaction and cooperation in solving the tasks set by the President of the country.

- We will try not to deviate from the course that was pursued by our predecessors, we will certainly improve our work. The main tasks are the implementation by the state authorities of the North Caucasus Federal District of the directions of internal and foreign policy, determined by the President of Russia, observance of the constitutional rights of citizens, and, of course, improving the standard of living of the population ... In July, I will travel to all regions, meet with the leadership of the republics and the region, heads of federal executive authorities and, of course, with citizens, - Matovnikov told reporters after your presentation.


Plenipotentiary Matovnikov's first study trips were to Chechnya, Ingushetia, North Ossetia-Alania and Kabardino-Balkaria. And on July 14, under his chairmanship, a meeting of the heads of the regional departments of the Federal Assembly of the VNG, the Ministry of Internal Affairs, the FSB and other departments was held, who reported on the operational situation in the North Caucasus.

It is clear that President Vladimir Putin is recruiting high-ranking officers into the civil service, whom he personally trusts and offers them the opportunity to gain experience in civilian administration. ALPHA VETERAN IS A HERO OF RUSSIA

Putin has three full-scale wars to his credit. The first one began in the summer of 1999, when the gangs of the "black Arab" Khattab and Shamil Basayev invaded peaceful Dagestan. And then, after their defeat, fighting were transferred to the territory of the Chechen Republic of Ichkeria (ChRI).

It is worth recalling that after the Khasavyurt agreements signed by the Secretary of the Security Council of the Russian Federation, General Alexander Lebed, Ichkeria gained de facto independence from Russia. However, she failed to use her unique historical chance, turning into an offshore zone of international and regional terrorism, banditry, slave trade and organized crime.


The second war is the Five-Day War, with militaristic Georgia, which Mikheil Saakashvili unleashed in August 2008 against South Ossetia and Russian peacekeepers. As you know, it ended with the defeat of the demoniac Mishiko's warriors, trained by American and other foreign instructors, and with a shameful flight in front of our military. If there had been an order, Tbilisi would have been taken immediately without any military complications.

The third war is the current one, in Syria, against savagery and barbarism, against everything that is a monstrous mixture of ISIS and Al-Qaeda, as well as "moderate" thugs, tremulously patronized by the United States and its allies.

Those who are now commanders and generals of Putin, naturally, did not immediately become such. During the second Chechen campaign they were colonels, and now, having shown themselves in the army and special services, they have reached their current heights.

One of them was my colleague in Group A, my spetsnaz "godson" Alexander Anatolyevich Matovnikov, major general. On New Year's Eve 2018, he, along with a group of other award recipients, received the Gold Star of the Hero of Russia from the president's hands.

Since this landmark event, which took place on December 28 in the St. George Hall of the Grand Kremlin Palace, was covered by the leading Russian and world media, I have every right to tell about this wonderful person and officer. But at the same time, to report just enough so as not to violate state, official secrets.


The time will come, I really count on it, and retired Alexander Anatolyevich will write a book of his memoirs full of events, thoughtful assessments and personal experiences. No, not for the sake of glory ... He already has it, and what a one! And so that our grandchildren and great-grandchildren know what it was like to serve the Motherland in an era of drastic changes and what Group A and the Special Operations Forces were and became for the country. In any case, this is my commander's order to him!

I began by saying that General Matovnikov is a representative of a galaxy of young generals who can rightly be called Putin's cohort. In a harsh time of trials, they advanced not due to their family ties or, say, financial situation, but paved the way and earned respect for their intellect, hard work, high professional and personal qualities.

Another such leader of the new formation is the governor of the Tula region, Hero of Russia, Aleksey Gennadievich Dyumin, who headed the Special Operations Forces during the return of Crimea "to its native harbor." In the summer of 2017, I had a chance to communicate with him (in Tula we visited him together with the president of the International Association "Alpha" Sergey Alekseevich Goncharov), and I made a very positive impression of him.

In the film "Crimea. The Way Home" by Andrey Kondrashov, which caused a worldwide outcry, also tells about the Special Operations Forces, which played one of the key roles in the operation to annex Crimea to Russia. The commander of the MTR at that time was just Alexei Dyumin.

For me, Alexei Dyumin, Alexander Matovnikov and a number of other young generals and commanders are an example of the fact that President Putin is testing and training military and government personnel who will solve problems in the near future increased complexity. And there is no doubt that Russia still has a lot to overcome and accomplish.

In fact, the question is point-blank: either Russia, having radically changed itself, will be able to become the strategic leader of a multipolar world, or civilization will perish in the chaos of the decaying former world order that has drowned the world in blood and violence.

They, the young leaders of the Putin Appeal, combine the positive that they received in Soviet period, as well as a new one, acquired later. Many such cannot be by definition. Whether it's good or bad, it's a fact! However, I am sure that the future of our country belongs to such leaders.

Alexander Matovnikov was born on September 19, 1965 in Moscow. The boy grew up in the family of a military officer, a staff member of the State Security Committee Anatoly Matovnikov, who in the 1980s held the position of deputy head of the secretariat of the 7th department of the KGB, which was subordinate to the anti-terrorist unit Alpha.

In 1986 he graduated from the Golitsyn Border Institute of the FSB of Russia, after which he entered the service in Group A, Alpha. Matovnikov served under Major General Viktor Karpukhin. He held the positions of the head of the 2nd department of the 1st department of the Department "A" and the first deputy head of the Department "A". He took part in both Chechen wars, several special operations, including in the North Caucasus. He was one of the leaders of the storming of the hospital in Budennovsk, participated in the anti-terrorist operation in the "Nord-Ost" on Dubrovka, investigated the circumstances of the storming of the school in Beslan.

After serving for more than 30 years in Alpha, in 2013 Alexander Anatolyevich was transferred to work in the Ministry of Defense, and then appointed to the post of Deputy Commander of the Special Operations Forces of the Main Intelligence Directorate of the General Staff of the RF Armed Forces.

In 2015, after the departure of Alexei Dyumin to the post of Deputy Minister of Defense, Matovnikov became Commander of the Special Operations Forces and Deputy Chief of the Main Directorate of the General Staff of the Armed Forces of the Russian Federation.

He also took part in the Russian military operation in Syria. In 2017, with the rank of Major General, he was awarded the title of Hero of the Russian Federation. Due to the closed nature of the service, he first appeared in public and in front of cameras only during the awards, despite the fact that the names of most of the Syrian "Heroes of Russia" are classified. Military rank"Lieutenant General" was assigned on February 22, 2018.

On June 26, 2018, Alexander Matovnikov was appointed Plenipotentiary Representative of the President of Russia in the North Caucasus Federal District, replacing Oleg Belaventsev. This decision was supported by the leadership of the Caucasian regions, including the heads of Chechnya Ramzan Kadyrov, Karachay-Cherkessia Rashid Temrezov, Ingushetia Yunus-Bek Yevkurov, North Ossetia Vyacheslav Bitarov, Stavropol Territory Vladimir Vladimirov. On June 28, in Pyatigorsk, Belaventsev introduced Matovnikov to the heads of the subjects, representatives of the clergy, law enforcement agencies, and employees of the embassy apparatus.
