Working hours
Working hours- this is a certain number of hours that an employee works in accordance with the labor, collective agreement during a certain calendar period.
The norm of working hours is needed to establish the mode of working hours. Working hours are calculated according to a five-day schedule. working week with two days off on Saturday and Sunday based on duration daily work. This is provided for by the Procedure approved by the order of the Ministry of Health and Social Development of Russia dated August 13, 2009 No. 588n. For example, working time norm for 2016 with a 40-hour working week- 8 hours, at working week 36 hours it will be 7.2 hours; with a 24 hour work week- 4.8 hours.
We also note that the duration of the working day or shift preceding a non-working holiday is reduced by one hour (part 1 of article 95 of the Labor Code of the Russian Federation). In 2016, it will be possible to work one hour less on February 20 and November 3.

Working hours norm. Weekend work
If an employee works in excess of the monthly norm of working hours, work on a day off must be paid at least twice the amount in excess of the salary. Or in a single amount in excess of the salary, if the employee works on a day off within the monthly norm (Article 153 of the Tax Code of the Russian Federation). The code also says that the employee does not need to pay for a day of rest, which is provided for working on a day off. At the same time, the day of rest is excluded from the norm of working time for the month. If other days are worked out, then the employee must pay the full salary for the month. This is the opinion of officials (letters from Rostrud dated February 18, 2013 No. PG / 992-6-1, the Ministry of Labor of Russia dated March 11, 2013 No. 14-2 / 3019144-1157).
The amounts that the employer accrues in accordance with the norms of the law are taken into account in labor costs (Article 255 of the Tax Code of the Russian Federation). This means that the company has the right to take into account the full salary and the daily rate for work on the day off in excess of the salary in income tax expenses. Officials adhere to the same position (letter of the Ministry of Finance of Russia dated July 14, 2015 No. 03-03-06 / 40358).
Work over the norm of working hours
The irregular regime does not depend on the type of activity of the company (Article 101 of the Labor Code of the Russian Federation). The list of positions with an irregular day must be determined in the collective agreement or the order of the head.
For example, employees who provide consulting and legal services may work overtime. Customers often ask questions after 6:00 pm, so companies give some employees irregular working hours.
It is possible to set an irregular working day for all employees, but it is unlikely to be justified. After all, this is a special regime in which individual employees can be occasionally involved in work outside the set time. If you set an irregular day for everyone, then during inspection this may be regarded as a hidden form of overtime work.
note
The Code does not directly prohibit the establishment of an irregular day for all employees. From Article 101 of the Labor Code of the Russian Federation it follows only that it is impossible to constantly involve in working time all specialists. This means that you can set an irregular schedule for everyone, but involve employees in this mode in turn.
This calendar is a list of all upcoming weekdays in the year, as well as holidays, in connection with which working days are canceled. The calendar will be useful to an accountant or personnel officer who keeps track of hours worked.
Among other things, it will also be useful for an employee with a fixed working day to find out which days in 2016 will be unscheduled days off.

This figure indicates all holidays, in connection with which unscheduled days off operate throughout Russia (they are highlighted in burgundy). Calendar holidays are highlighted in red, and weekdays in light green.
Knowledge of upcoming public holidays will help optimize the work schedule (for an accountant) and plan the weekend (for a regular worker).
Explanations to the accounting calendar for 2016 from Consultant Plus specialists
The list of holidays is nationwide and applies exclusively to employees with a fixed schedule (5 working days - 2 days off). The calendar indicates on which days in 2016 official holidays are valid throughout Russia. For people who work in shifts, such a calendar is not valid (they have shifts, regardless of the time of day or day of the week).
It is impossible to work on holidays (workers with a 40-hour working week) - this is a nationwide weekend.
If a holiday falls in the middle of the week, the day before it is pre-holiday and its working time should be reduced by 1 hour (Article 113 of the Labor Code of the Russian Federation).
Among other things, religious holidays can be singled out as separate weekends.
On a note: for several years in a row, Russia has occupied a leading position among all countries in terms of the number of holidays, and in 2016 the Russian Federation will not lose ground. So, in 2016 this figure will be 119 days (including weekends and holidays).
Interesting to know: for workers with a forty-hour working week, it is better to take vacations in months with the least number of holidays. The idea is that the long-awaited vacation is taken for calendar days, and the amount of vacation pay depends on the working days spent on vacation.
The production calendar for 2016 for a five-day work week is presented in the video.
Working time standard for 2016
The norm of working hours according to the time sheet for a regular worker with a fixed schedule (40 hours per week) per day is eight hours per day. If a person works 36 hours a week, his daily hours are 7.2 hours (36 divided by 5 working days).
In the case when a person works part-time, his working week is 24 hours and he works 4.8 hours a day (Order of the Ministry of Health of the Russian Federation No. 588 of 13.08.09).
The table calculates the number of working days and hours per month for the whole of 2016 (this is the standard that should be followed for drawing up a work schedule for all employees with a fixed income). In addition, the table will help to compare working time standards for the month, quarter and 2016 as a whole.

Rescheduled weekends and holidays in 2016
Article 112 of the Labor Code of the Russian Federation allows you to transfer weekends that fall on holidays to another day. This is done in order to optimize not only the work schedule, but also to make the best use of the holidays.
According to this law, the following days are postponed in 2016 (Resolution of the Russian Federation No. 1017, dated September 24, 2015):
- the day off 01/02/16 (a holiday that falls on a day off) is postponed to 05/03/16;
- the day off from 05/01/2016 is transferred to 05/02/2016;
- 01.2016, the day off was moved to the seventh of March;
- the twentieth of February, the day off was postponed to the twenty-second of February.
Thus, due to the postponement of the weekend, the number of days allotted for May Day increases by three days instead of one and the celebration of Defender of the Fatherland Day from one day to three. Among other things, the postponement of the holidays this year made it possible to celebrate International Women's Day for four calendar days!
