Putin approved the composition of the Russian Presidential Council for Science and Education. Head of the Department of Aircraft Design, MAI Mikhail Poghosyan became a member of the Council and its Presidium. There are only 40 people on the Council: President of the Russian Academy of Sciences V. Fortov, Assistant to the President of the Russian Federation A. But these plans were insidiously overturned by the Minister of Science and Education D. Livanov. Without consulting, or, on the contrary, agreeing with some members of the Presidium of the Council, where aircraft designer Pogosyan was already busy, Livanov, four days after the hardware victory in the Kremlin, threw out the outstanding engineer and entrepreneur from the office of the rector of the Moscow Aviation Institute by his order of a certain A. Gerashchenko. And he appointed Rozhdestvensky and the rector of MATI. O. Rector of MAI. Aircraft designer Poghosyan was universally and unanimously trained and promoted to the top. Perhaps Poghosyan is not a Gogol character, but is trying to find real chances and opportunities for resuscitation in defense policy. There were two universities: the legendary MAI, whose scientific activity made the entire research community shudder and freeze in a reverent trance, and the absolutely ineffective MATI, which generally went into negative territory in all respects. However, after the reorganization of MAI, which now united two institutes under its loud name, by order of the Minister of Education and Science of the Russian Federation Dmitry Livanov, A. V. Rozhdestvensky, previously the rector of the absolutely ineffective MATI, was appointed acting rector. What is the reason, you ask? Why and why did they remove the so dearly beloved A.N. Climbers come to the climbing wall at night to practice, paying for their monthly passes in advance. And you, the dorms, sleep in the next building with the doors open. Do you want to live in a MAI dormitory with your whole family, although you are not even a student? No problem, a couple of gold coins and a junior suite is at your service. About studying: God forbid that you get a good teacher, then at least they won’t charge the exam tax from excellent students in gold, but in general almost everyone does. Do you want to study at MAI? Get your wallet ready. And you, students, keep shouting at the old leadership for being “overheard”, you had a good “rector”, the main thing is that you didn’t ruin anything, like some Rozhdestvensky with his MATI.

New and. O. The rector was bullied from the very first day. And you, brave Internet warriors, and colleagues. And who exactly is from the workshop and at whose suggestion do you actually want to know? Rozhdestvensky was appointed vice-rector for studies and vice-rector for science. Two production workers on whom the university system should rest. The vice-rector for economic affairs (Inna Semyonovna, dear!) and the vice-rector for security were fired. And for some reason, everyone was extremely upset by this fact of dismissal, although I bet that none of the student representatives even knew Ms. Gavrilova by sight. However, the community made a fuss: a new rector has arrived, this is a raider takeover! Okay, but let me tell you a little secret prescribed in the Law: in general, when the rector himself leaves the post, all vice-rectors leave automatically. Automatically – this means immediately, together with him, yes. Because that's how it is. But if a person doesn’t know how to read and/or doesn’t want to, then for him it’s legal or illegal – it’s all the same, it’s all seizure, robbery and lawlessness. What's the capture? That a person who was not really responsible for anything was removed from his position, and two people who were absolutely unqualified from the point of view of the educational process were fired? What a tragedy.

And then it gets more interesting. Having adjusted the situation in such a way that the post of rector becomes vacant again, in a luxury SUV, wearing sables and carrying a bag worth the annual salary of a professor from the department of Moscow State University, under the “farewell of the Slav” from all the gramophones of the institute, the old and new vice-rector for economic affairs rides through the territory and rejoices: "I'm back!". The revelry and fun begins, because of course - the housewife, and what, the Housewife is back! To work in a government agency, like a merchant's wife in her private shop. And in the shop they sell positions, and all the “old” employees are quickly fired. Hurry up before they're gone! And the new one. Oh, V. A. Shevtsov, meanwhile, sits quietly in the rector’s office and meekly answers all questions: “Everything will be as Inna Semyonovna says.” I wonder why they haven’t ordered a video about him from bloggers yet.

Professors, students - you are worthy adults. How can you allow yourself to be humiliated like that? The change in the management of MAI was carried out with the aim of pulling the once great institution out of the quagmire in which it had become mired over the years of being managed by incompetent people who cared about their personal, and not the student, welfare, and to bring it to a qualitatively new level. In the end, everything returned to normal: the management is the same, that is, familiar to you, and the mess will be the same. And what happens next depends only on you.

All schemes are standard for universities in general; MAI is not unique here. Here is what we managed to collect over the years of work across the country:

1. In research projects that are actually carried out by department staff, a bunch of performers are added on top who are not actually related to the work. Formally, everything is clean. In fact, you can bring someone to clean water by interviewing all the performers listed in the report when submitting research work to a commission.

2. The “dead souls” scheme, when people are registered as authors in order to increase the budget, and then according to the statements all the authors receive money, but in life none of them even know that they are registered somewhere there and are entitled to money and they have to do something.

3. Scheme "dead souls ++". P.2, but now employees are already paid money (because they found out!), but part of this money is returned in cash. Everything is strictly voluntary.

I won’t write the rest. All this can be opened once or twice. If they don’t open it, it means the fish is rotting from the head.

By the way, speaking for MAI, it is surprising but true that MAI still does not have a supercomputer. This is simply surprising, but the university, which positions itself as a leading aviation university, generally avoids this issue. Something was bought back in the old days, but in the end even this is not clear how it is used.

But, for example, the same Sadovnichy at Moscow State University financed the first supercomputer from profits. The same Livanov claims that many universities in the country and Moscow Aviation Institute are also quite capable of acquiring a lot of things from their profits. But this doesn't happen. In my opinion this is a disgrace. The people in the design bureau are groaning from a lack of calculations and there is simply a huge field for activity.

At the end of April this year, the vice-rector suddenly realized that he was terribly tired of all these idiot students. So tired that it became unbearable to stay in Moscow. And somewhere in the Mediterranean latitudes there was already a body-caressing beach temperature, palm trees were invitingly waving their leaves, and the sand was burning the heels of sunbathers. This sand burned the heels and soul not only of tourists relaxing on the beaches, but also of Vice-Rector Miknis, who was in Moscow.
Vitaly Ivanovich, from the obsessive thought that he and the beach were in completely different regions, became so worried that he fell ill. It was so hard that I had to go on sick leave. Surgeon A.V. Kuchenkov decided that Vitaly Ivanovich did not look well, and signed him a sick leave from April 29 to May 8 inclusive.

But the working days between holidays spoiled the whole picture and prevented me from moving away from Moscow. Judging by the photos of Miknis’s profile on social networks, Vitaly Ivanovich generally loves to travel. In general, I don’t see anything vicious in this addiction. However, I hope that he made all his other trips during a legal vacation, and not a fictitious sick leave.


Taking this opportunity, I would like to draw the attention of the new Minister of Education, Olga Yuryevna Vasilyeva, to the material I posted and stop the occurrence of similar incidents that disgrace the capital’s universities, which all other educational institutions in Russia are equal to.

On September 29, a change of power occurred at the Moscow Aviation Institute, known throughout the country as MAI. The institute received an order from the Ministry of Education and Science to appoint a new acting rector of the university. Instead of the hastily dismissed Anatoly Gerashchenko, he was replaced by Alexander Rozhdestvensky, the former rector of the disbanded Moscow Aviation Technological Institute (MATI). The idea of ​​merging two universities - the authoritative and nationally known MAI and the MATI, recognized as ineffective, was announced by the ministry back in March. It was decided to merge the two institutes into one. It was assumed that students would only benefit from this merger and would be able to obtain a wider range of professions. But no one expected that the format change would be so tough.

There was a serious storm at MAI, because in fact, a person was appointed overnight as the head of the country’s largest aviation university, firstly, without a hint of professional knowledge of the subject (that is, aerospace) in his record, and secondly, who somehow failed to protect the university he managed from collapse.

Everyone with whom we were able to talk on this topic, and whose opinions were voiced on the sidelines of the Moscow Aviation Institute, was struck not even by the very fact of the change of power at the institute. The term “optimization” has long been strongly associated with the camouflaged destruction of any industry, and people do not expect anything good from reforms. The “manners” of the new government were striking. The manners demonstrated by this government leave no illusions about the methods by which MAI will be strengthened and, apparently, “grow in glory” among the university’s employees and students.

And such are the manners. The notice of dismissal was handed to Gerashchenko without any preliminary negotiations, without ritual procedures, which, although they do not change the situation, still soften the blow. The rector’s name was hastily removed from the main page of the institute’s website, and Rozhdestvensky’s name was entered in its place. The sign with Gerashchenko’s name above the rector’s office was knocked down the very next day after his forced resignation.

The procedure for the merger of two universities, and, in fact, a change of leadership in one, apparently, had been prepared for a long time, but as a special operation. According to the employment contract, the powers of rector Gerashchenko, and he did not intend to extend his rectorship (the age limit for holding this position is 65 years), ended on December 2. And even if the decisions at the top had already been made, it is impossible to understand why it was impossible to wait two months and change the leadership of the university in a more or less decent manner. But just recently, at the beginning of August, MAI received a letter from the ministry informing about the beginning of the procedure for selecting a new rector. Anyone could submit applications to the commission. That is, the institute was calmly planning to select a new leader from well-known candidates. However, on August 20, a new letter arrived from the “educational” department, in which the upcoming elections were canceled without explanation.
The reason in the person of Mr. Rozhdestvensky appeared at the university on September 29.

In the first two days of his work at MAI, Rozhdestvensky, according to university employees, terminated the contracts of almost all vice-rectors, withdrew the institute’s seal and suspended all banking operations of MAI.

Almost on the same days, a petition appeared on the Change.org website collecting signatures against the appointment of Rozhdestvensky to the post of rector of Moscow Aviation Institute. As of October 6, more than seven thousand signatures had been collected.

Here are some of the most common arguments of signatories:

Orkhan Yashin: “I believe that the choice of the rector of the institute should not be done by appointment, but through honest and fair elections. I also believe that the rector of an aviation institute should not and cannot be a person who does not have any education related to the aerospace industry.”

Yuri Cheryomushkin: “I believe that, at least until the information about plagiarism in the dissertation is refuted on the Dissernet resource, considering Rozhdestvensky for the position of rector of the Moscow Aviation Institute is extremely unethical and insulting to students and teaching staff.”.

Olga Aleshina: “The rector should be elected on a competitive basis - on his merits, and not on the lawlessness of officials who are diligently ruining the best higher education system in the world.”

Speaking of Dissernet. On the website of this resource you can find a link to the work of Alexander Rozhdestvensky, defended by him in 2009. The dissertation is called “Formation of an investment system in the social sphere of the region: theory, methodology and practice.” According to experts, the work actively used borrowings from the works of four authors - only 40 pages out of 309 were not found to contain plagiarism.

In fact, by sending a specialist without a specialized education and with reputational costs to the post of rector of the country’s most famous university, Minister of Education Livanov closed the possibility of dialogue between officials and scientists, equating the latter not with the intellectual elite, but with service personnel.

Former rector of the Moscow Aviation Institute, academician of the Russian Academy of Sciences Yuri Ryzhov, who worked at the institute for more than thirty years, assesses what happened: “This is not an extraordinary situation, this is a continuation of what was done with the Russian Academy of Sciences. It all started with the appointment of academician Vladimir Fortov to the post of president of the Russian Academy of Sciences. He is a very honest and smart person. However, the reform of the Academy that occurred after his appointment did not lead to anything good. FANO (Federal Agency of Scientific Organizations) was appointed over the RAS. LF.), which manages the finances of the academy. But now they have begun to actively interfere in resolving issues of which scientific direction to give money to and which not to give.

The situation at MAI is even more vile, because rector Gerashchenko was not only relieved of his position, but they did it in an extremely shameless manner. The usual academic council was going on, the vice-rectors were reading routine reports, and at the end of the action, officials entered the hall and read out an order that Gerashchenko was fired from the Moscow Aviation Institute with the issuance of a work book without the right to visit the Moscow Aviation Institute. Afterwards they moved to inspect the offices. This all looks a lot like a raider takeover, because the appointment of a rector should be carried out according to procedure, and not as a planned operation.

As a professional, I have questions for the Ministry of Education regarding the candidacy of a new rector. When he headed the Russian State Technological University. K.E. Tsiolkovsky (MATI), the university was recognized as ineffective. It turns out that the rector of an ineffective institute is appointed rector of the Moscow Aviation Institute. He only has a pedagogical and economic education. It is nonsense that the head of MAI will be a person incompetent in this branch of education. This has never happened in the entire history of the institute.”.

The first public appearance of Alexander Rozhdestvensky at the emergency Academic Council dedicated to the change of rector was sold out to a full house. The hall was packed, students quietly lined up at the doors. Alexander Rozhdestvensky behaved confidently. In his opening remarks he said that “the situation is difficult and the way it has developed, for me this appointment is a challenge, and I accepted it, I recommend that you do the same.” He promised that dormitory fees for students would not increase and that MAI property would not be sold off either. And in response to a question from the audience whether he intended to stand as a candidate for the upcoming rector elections according to the university’s charter in December, he reported news that no one in the hall suspected: “In June, a standard charter developed by the Ministry of Education was sent to all universities. According to the new charter, the rector will be appointed.”

Actually with this phrase the acting Rector Rozhdestvensky informed the institute staff that the staff had no choice (or elections).
